ArmInfo. Former Prime Minister of Armenia Hrant Bagratyan suggested establishing a social protection fund for Artsakh residents, which will be funded by investments from the Diaspora, donations from individuals, and budgetary allocations.
This initiative was announced during a rally on March 21 at Freedom Square in Yerevan, which was held under the motto "Armenia is our home: let's oust the one who is destroying our home." Bagratyan explained that the funds collected should be used to address food security and housing issues. He suggested that former Artsakh state employees who were displaced should receive 50% of their salaries, from October 1, 2023. He also recommended providing 55,000 drams per month per family member for food expenses and offering a family allowance if funds are insufficient. The former Prime Minister of Armenia emphasized the importance of providing each Artsakh resident with 8 square meters of living space per person, either for rent or ownership, with urban residents placed in cities, and rural residents - in villages. For those interested in buying houses, interest-free mortgage loans were proposed.
